Q.1. What types of projects are provided assistance by OPPMP?

Ans. Any investment project with anticipated investment of Rs.100 crore & above can be assisted by OPPMP.

Q.2. In what way OPPMP assists projects?

Ans. If any CPSEs during the execution of the project, faces any bottleneck or apprehends delay in obtaining approvals from Union/State Government authorities/ CPSEs, it can flag issues related to execution of projects pending with relevant CPSEs/ Ministries/States for faster resolution.

Q.3. What kind of issues is not taken up by OPPMP?

Issues pending in a Court of law or Arbitrator(s), pertaining to usual business and financing risks, global macro-economic factors, premature issues, requiring follow up/submission of information at the end of CPSEs themselves & etc. are not taken up by OPPMP.

Q.4. Who should upload the issues in the OPPMP portal?

Ans. Senior management personnel Authorized Nodal Officer fully familiar with the issues of the project can upload issues on the OPPMP portal after taking approval of concerned Director.

Q.5. Can all pending clearances be uploaded under one issue on the OPPMP portal?

Ans. The matter pertaining to a particular clearance/approval should be mentioned/ included as one issue on OPPMP portal. In other words, every clearance/difficulty should be mentioned as a separate issue so that the specific issue can be taken up with the concerned agency for resolution. The issue should be expressed briefly, concisely and to the point. To illustrate, clearances pertaining to land, environment and forest clearances in a project should be reported under three different issues so that these can be taken up appropriately with the respective departments.

Q.6. Can a clearance already denied by Government agency be taken up as an issue through OPPMP?

Ans. In case, the company feels that the clearance has been denied wrongly and a request for reconsideration has been submitted to the concerned authority, the matter can be taken up through OPPMP for expeditious decision.

Q.7. Whether policy reforms are being taken up by OPPMP with concerned authorities?

Ans. OPPMP will take up generic policy issues which can facilitate setting up and execution of projects in a time bound manner.

Q.8. Whether all issues taken up by OPPMP get automatically resolved?

Ans. The role of OPPMP is to take up the issue with the concerned authorities in Central/State Governments and expedite decisions, consistent with the laid down statutory provisions and policy framework.

Q.9. Where is all the information regarding the OPPMP Projects residing?

Ans. All the project information is available on Online Petroleum Project Monitoring Portal website.

Q.10. What are the key benefits for the department adopting the Online OPPMP Project Management System?

Ans. It provides transparency and efficiency in the working environment, minimizes the processing delay, helps in timely disposal of important issues, enables one to work from anywhere, anytime, leads to a paperless working.

Q.11. Are all the necessary fields required to be filled while submitting the project online?

Ans. All required field should be filled and the issues precisely and clearly articulated otherwise the project may not be accepted for consideration.

Q.12. Is it possible to add more issues after the acceptance for consideration of the projects?

Ans. Yes, the CPSEs can add more issues after acceptance by the OPPMP-Cell.

Q.13. Is it possible to add more issues after a decision on issues submitted earlier?

Ans. Yes, this can also be done.

Q.14. Is it mandatory to write only one issue in the issue field?

Ans. Yes, only one issue should be indicated in the issue text box by the CPSEs. If there are more than one issue, user should open a new issue field for each issue.

Q.15. Is it possible to see the contact detail of Ministry Nodal Officer for Private Entrepreneur?

Ans. Yes, List of Nodal Officers is available on the website.

Q.16. Is Captcha code necessary?

Ans. Yes, due to the Security Guidelines, it is necessary to insert the code at every transaction.

Q.17. Can multiple issues be added for one project?

Ans. Yes, multiple issues can be added for a single project.

Q.18. Can Projects without any issues/problem be considered by OPPMP?

Ans. No, only those projects will be considered in which issues/problems are indicated.

Q.19. Can a new issue be added after consideration of projects?

Ans. Yes, a new issue can be added at any point of time.

Q.20. Is it mandatory to change the password from default given password?

Ans. Yes, it is mandatory to change the password after receiving the default password.

Q.21. Is it possible to see the list of all the projects considered by OPPMP?

Ans. Yes, the list of projects considered by OPPMP is available on the website.

Q.22. Can more than one project be added by one user?

Ans. Yes, more than one project can be added by one user.

Q.23. How can I login after making a wrong attempt?

Ans. After 5 successive wrong attempts, the account gets locked for 2 hours. Right password will only be accepted after 2 hours.
